Dr. Joseph Lorenzo Hall is the Distinguished Technologist and Security Portfolio Lead at the Internet Society. In this role, he leads strategic initiatives at the intersection of computer science, law, and policy, specifically focusing on the Open and Trustworthy Internet and Online Trust & Safety programs. He serves as an epistemic bridge between mathematically rigorous technical realities and global lawmaking, working to ensure the Internet remains secure, globally connected, and resilient against systemic threats.
Prior to joining the Internet Society, Dr. Hall served as the Chief Technologist and Director of the Internet Architecture project at the Center for Democracy & Technology. His extensive technical advocacy spans a broad spectrum of critical Internet infrastructure issues, including end-to-end encryption defense, routing security, algorithmic transparency, and election security. He is a prominent voice in technical standards bodies like the IETF and actively contributes to the steering of major academic security venues, including the NDSS Symposium.
Dr. Hall holds a Master's degree in Astrophysics and a Master's in Information Systems, culminating in a Ph.D. in Information Science from the University of California, Berkeley. His academic research—which has been widely cited and influenced regulatory frameworks—focuses on policy mechanisms for increasing transparency in complex technical systems. He resides in Takoma Park, Maryland, and maintains a lifelong dedication to advancing public-interest technology.
